An interesting thing has just come up for delinquent US tax-payers: http://www.irs.gov/businesses/small/international/article/0,,id=256772,00.html

The IRS seems to be following HMRC in trying to encourage compliance by waiving penalties.

Of course, it's not just delinquent tax-payers, but also US citizens who do not and never have owed any tax who are expected to file the forms, including the offensively intrusive FBAR with its threats of ridiculous fines and/or imprisonment for non-compliance. Land of the free, my hind leg.

I do wonder why the US can't cope with the concept of people not living in it :-) Everyone else can grasp the idea of being non-resident - even HMRC accept that it doesn't mean you're avoiding tax.

My mother said that when she moved back after 16 years in Italy, the reaction she got from a lot of people after the "how interesting" platitudes was a vague but distinct suspicion of her motives for moving abroad in the first place, because why would she have stayed away so long?
